CD and DVD Paper sleeves are the most lightweight and economical disc packaging solution for dvd duplication and cd duplication. Tyvek sleeves, while also lightweight, are specially designed to resist scuffs, rips, water, dust, static and chemicals. Cd and/or DVD paper sleeves offer basic disc protection, with a cellophane window to showcase the printed disc face. Generic paper sleeves are cheap, always in stock, and allow for the quickest turnaround.
Add an optional wafer seal for security, or a sticker for additional messages, and/or feature-length information, etc.

For DVD-R orders of 300 units or more, you may want to consider DVD replication. Though replication requires glass master and stamper processing and disc-face outputting (and thus a slightly longer turnaround time) the replication process ultimately increases efficiency and saves money through the process of injection molding.
There is no over/under-run on duplicated discs.
